We are an engineering practice focused on public sector works.
We work in the service of local authorities, housing associations and other public and third sector bodies to raise the standard of social housing and urban infrastructure.
We use our deep expertise across civil and structural engineering to design places that are attractive, healthy, convivial and environmentally-sensitive. We work on projects of all scales, from single streets to large-scale masterplanning, and from the pre-planning stage through to construction.
It is important to us that we see the big picture, as well as the individual project. We are experts in the strategic planning of infrastructure at the local or city level to support masterplanning. We also conduct impactful research to inform policymaking on the built environment, particularly how our approach to infrastructure delivery can better meet the needs of communities, local economies and the environment.

Lewis Hubbard
Civil Engineer

Lewis is Director of Lewis Hubbard Engineering, and a chartered civil engineer who has led infrastructure design and delivery for over 50 urban regeneration developments across London and the UK. It was Lewis’ commitment to improving the quality of social housing and urban infrastructure that motivated him to set up LHE in 2016.
Lewis’ approach to engineering puts urban design and placemaking at the forefront. He is passionate about using his technical skills to realise the design ambitions for a project and develop vibrant, inclusive community infrastructure. Lewis is an academician of the Academy of Urbanism, a member of the Enfield Place and Design Quality Panel and a committee member for the Institution of Civil Engineers in the East of England. He has advised the Greater London Authority on systemic change to improve infrastructure delivery and has been a member of the Mayor of London’s infrastructure advisory panel.
Stephen King
Structural Engineer

Stephen runs LHE’s structures practice. He is an award winning chartered structural engineer with extensive experience in the planning, design and construction of sustainable buildings.
He is passionate about architecture and urbanism, being a member of the Academy of Urbanism, contributing to the ACE Placemaking & Climate Change Groups, and volunteering with the Placemaking Europe Festival.
Stephen's work demonstrates a firm commitment to net-zero development, and he is strong advocate for the use of modern methods of construction. He combines his technical expertise with a wealth of commercial and contractual insight gained from his experience in compliance monitoring roles.
Rachel Hesketh
Research Director
Rachel is a public policy researcher with extensive experience of designing and conducting high quality social and economic policy research. Rachel previously led the development of the Local Industrial Strategy for London at the Greater London Authority, and has held research posts at King’s College London and RAND Europe.
Her role at LHE is to contribute our perspective to policy debates on the built environment, housing and infrastructure, drawing on both the academic evidence and our practical experience as engineers. Rachel has a particular interest in how the built environment intersects with social issues and the economy, informed by her own work on inequality, social cohesion, employment and local economic development policy.
Sam Okegbenro
Construction Consultant

Sam is a chartered civil engineer with over 15 years’ experience working with some of the UK’s largest contractors and consultants.
Sam is a part-time consultant to LHE, bringing his construction and delivery experience to guide proposals towards cost-effective delivery, minimising construction risk and providing clear project management.
